I'm unable to get out to my local, especially with only this in mind, so I was wondering if I can appeal to the masses here:

Guitar Center sells O-rings, pre-packaged  by Remo, under the name "Richie Rings".  The packaging has a photo of the presumable inventor, along with his signature:  "Richie -----".

I forgot his last name since the last time I was there, and I wish to research the work of this gentleman if it is available.  If anyone happens by their local store in the next couple days or so (as part of a normal errand, mind you; I'm not requesting special trips on my behalf) and is able to, upon this item's presence, find a package of Richie Rings and post the gentleman's name here, I would appreciate it very much.

Or, failing that, might anyone know who he is, regardless? Cheesy

I know Remo made "Zero Rings", but I had never heard of "Richie Rings"
I did google it and found nothing but a pic of some kids kit with one of the Richie Rings installed.
I grabbed the gif and blew it up and the only signature-like thing I saw were the words "Richie Ring"

Those are the rings, for sure.  The signature itself is on the package.

It's just a marketing thing ... there is no individual named Richie Rings. I guess they think that people will buy it because it appears to be a signature product.  Roll Eyes  I suspect that this may be a Guitar Center exclusive item as well.

While I won't argue the rest of your statement pending further information, the package includes a signature with the surname being something other than "Rings", and the individual's photograph is also on the package, for what it's worth.
