has anybody used to this to improve the use of the double pedal and if so how does it work? i know its like one of the only videos and book specifically on it so just wondering if its any good and if its worked for people.. give me some feed back

I have it- it's a good book.  Not as complicated as "the encyclopedia for dbl bass" but still it gets you reading and playing 16ths and 8th note triplet patterns with your feet.  Nothing wrong with that.

does the encyclopedia for double bass cover four and five stroke rolls on the feet?

I'll have to look, but it is not rudiment based, more single strokes and groupings

  It's written by Bobby Rondinelli & Michael Lauren. It's a Modern Drummer Publication so maybe check on their website.
