If you want to know for certain, you should contact Travis once he gets out of the hospital and ask him. With processing and such it's really hard to tell exactly what the tension of the drumheads are, etc.

You'll learn a lot by experimenting yourself and see what happens. The more tension you place on a drumhead, the higher the pitch. The more tension on the snare wires, the tighter/crisper the sound.

Even if you do EXACTLY what Travis did for this recording, your Snare will never sound like his when you play it.

Plus Barker plays more than one snare - I found this partial list on Orange County Drum & Percussion's website:
