snare buzz

i have been trying to tune my snare with a new head- powerstroke remo.  i have tried to eliminate the annoying buzz on the snare whenever i hit the small tom. for awhile i had it from the large tom and the floor tom, but have managed to eleminate it. that leaves the small tom.  if i put a small piece of carboard underneath the snare  then i don't have the problem.  i would still have too much muffling though.  i'm almost ready to take it to a music shop and have  someone else try tuning it.
